Proposta de construção de indicador de caracterização da acessibilidade na região metropolitana de Fortaleza

A compreensão da problemática é essencial na construção de soluções adequadas aos problemas de mobilidade e acessibilidade urbanas. Assim, indicadores que possam caracterizar e diagnosticar estes problemas devem ser melhor investigados. Este trabalho propõe um indicador de caracterização da acessibilidade com base no logsum, comumente utilizado como medida do excedente do consumidor, apresentando características que favorecem seu uso como medida de desempenho do sistema de transportes. Para propor o indicador, utiliza-se como referência uma representação geral da problemática da mobilidade e acessibilidade e uma tipologia de problemas baseada nos princípios da equidade e sustentabilidade, verificando sua aplicabilidade na Região Metropolitana de Fortaleza. Conclui-se que o método proposto permite a estimativa de indicadores adequados para analisar problemas de acessibilidade desde que no cálculo do logsum ponderado, bem como na definição e calibração das funções utilidade, sejam consideradas as especificidades de cada tipo de problema que se pretende caracterizar e diagnosticar.
