Abstract

This paper proposes and validates strategic elements of public policies, capable of attributing to local plans the potential of transforming urban mobility. An initial relationship was based on the awards reasons of cities recognized as examples of sustainable urban mobility; these reasons were used to construct a list of thirteen strategic elements, under the lights of Federal Law 12,587/2012. This relationship was validated in two stages: initially, based on a review of dimensions and indicators of sustainable urban mobility; afterwards, through an opinion survey of 26 experts treated by three methods: distribution of points, ranking and discrimination of weights by ranking. Validated, the list reveals six groups of importance, the two most relevant consisting of the elements: priority and qualification of active transportation and public transportation; permanent social participation; and linkage to the urban development plan.
