Life Cycle Cost Analysis (LCCA) on highways in the state of Ceará

Brazil’s road infrastructure faces challenges in planning, maintenance, and rehabilitation (M&R), which directly affect its functional quality and operational costs. In this context, the objective of this study was to evaluate whether it is possible to establish rational M&R strategies for state highways in Ceará, based on Life Cycle Cost Analysis (LCCA), combined with decision trees and an assessment of their functional condition. The research focused on three state highways, using data on traffic, pavement age, and the International Roughness Index (IRI) collected in 2023. The research method included a descriptive statistical analysis to characterize the highways’ functional conditions and temporal projections of the IRI, considering scenarios without M&R interventions over 2, 4, and 6 years. For the LCCA, cost data were obtained from SICRO and SEINFRA reports, with calculations of Net Present Value and Equivalent Uniform Annual Value. The decision trees were based on technical criteria such as IRI classification, pavement age, and Average Daily Traffic. The results reveal the progressive deterioration of the highways in the analyzed scenarios, with an increase in segments classified as Poor and Very Poor. The integration of LCCA with decision trees proved effective in assisting managers in selecting M&R strategies, enabling more rational and economically viable decision-making.
